AikiTech Introduces ELLY GenAI Platform for Real-Time Swatting Detection in 911 Centers

SCOTTSDALE, Ariz. — AikiTech, Inc. has introduced ELLY, a generative artificial intelligence (GenAI) platform designed to help 911 call-takers and dispatchers identify suspected swatting calls while they are still in progress.
ELLY uses two complementary layers of analysis to assess incoming emergency calls. The platform evaluates call metadata across multiple independent signals while simultaneously analyzing a live transcription of the conversation. ELLY weighs what a caller says against characteristics of the call to provide public safety answering point (PSAP) personnel with additional information during an active call.
Swatting calls can place responding officers, residents and PSAP personnel at risk by using the emergency response system to generate a potentially dangerous law enforcement response. These incidents can also divert resources from legitimate emergencies and increase demands on already strained 911 centers.
ELLY is designed to provide additional context without removing human decision-making from the response process. Findings appear as a real-time advisory banner that develops as evidence accumulates during the call.
The platform does not route calls, suppress or delay dispatch, or make response decisions. PSAP personnel remain responsible for evaluating the information and determining the appropriate response.
AikiTech said ELLY’s GenAI engine evaluates call metadata and the live conversation together rather than relying solely on historical patterns. The approach is designed to help identify novel swatting scenarios that may be deliberately structured to resemble legitimate emergency calls.
The company said ELLY’s classifier has been validated through repeated rounds of synthetic call testing and against publicly available emergency call data. The platform was also demonstrated live at NENA 2026 and APCO 2026.
ELLY runs on CJIS-aligned Amazon Web Services (AWS) GovCloud infrastructure. AikiTech maintains SOC 2 Type II and HIPAA compliance. Agency data is handled in dedicated, isolated environments with encryption in transit and at rest, while data retention is governed by each agency’s policies.
Public agencies can engage AikiTech through the HGACBuy cooperative purchasing contract AI05-26 for AI Consulting Services. The contract runs through April 2030 and provides a procurement path for implementation, integration and AI services without a standalone request for proposals.
AikiTech is also offering qualified agencies a no-charge assessment of ELLY using their own emergency call data. Agencies can provide past swatting calls and valid emergency calls in audio or transcript format, with personally identifiable information removed according to agency requirements.
The assessment provides per-call results showing what ELLY’s engine identified, giving agencies an opportunity to evaluate the platform using their own call traffic.
