Video: Fleeing Theft Suspect Rams Ohio Police Cruisers Before Arrest

Kettering police released video showing a theft suspect ramming cruisers while trying to escape arrest, and the chief criticized a plea deal that resulted in the man only receiving probation.

What to Know

  • Kettering police released body and dashboard camera footage showing a theft suspect repeatedly ramming cruisers with a stolen SUV while trying to escape during an August arrest.
  • Several officers were nearly struck by the stolen vehicle before police shattered a window, deployed a Taser and took the suspect into custody.
  • Despite initially facing multiple charges, the suspect accepted a plea deal and was only sentenced to probation, which Kettering's police chief criticized.

While Locurto continued revving his engine and spinning his tires while trying to flee, police approached the stolen vehicle and shattered a window when the suspect wouldn't surrender. Officers needed to deploy a Taser before Locurto was pulled from the SUV and taken into custody.

A stolen handgun and suspected narcotics were recovered from the vehicle. A grand jury approved multiple charges against Locurto, including, grand thef of a motor vehicle and three counts of assault on a police officer.

But on Tuesday, Oct. 6, Locurto struck a plea deal and pleaded guilty to fewer charges. He was then sentenced to five years probation, two rehabilitation programs, a DUI Victim Impact Program and restitution.

"I am very disappointed that, after the threat Mr. Locurto presented the public and the numerous charges initially brought against him, and the charges to which he was ultimately permitted to plead, he received probation," Prostman stated. "There must come a point when individuals are appropriately held accountable for their actions, and this did not happen in this situation."

Prostman said Locurto was a violent felon with "a prior criminal history that includes Failure to Comply, Improper Handling of a Firearm in a Motor Vehicle, Drug Possession, Drug Paraphernalia, Receiving Stolen Property, and Possessing Criminal Tools." The chief also pointed to the incidents on Aug. 18 and 19 in which Locurto rammed cruisers to try to flee police.

"He was driving a stolen vehicle and had a stolen handgun in his possession," he said about Locurto's recent arrest. "Video of the August 19th encounter clearly demonstrates the danger his actions posed to officers and members of the public."
