Cincinnati police officers have been ordered not to enter burning buildings.
The training bulletin was issued Friday in response to the death of NYPD Officer Dennis Guerra, who died after becoming trapped in a fire in April, according to WCPO-TV.
Officers who are first to arrive at afire are now ordered to stay out and ignore their instinct to rescue others.
"It's understandable that officers have an extraordinary desire to rush in and save lives," the memo states. "However, there are many dangerous consequences associated with this desire, which can lead to serious injury or death."
Department officials say that officers are not as prepared as firefighters, are instructed early in their careers about basic fire.
The memo also warns officers not to break windows or ventilate a home in any way and gives instructions on how to handle fire incidents if they are the first to arrive.
