A Columbus police officer acted within policy when he shot at a man during a chase on foot on the North Side last fall, a Police Division review found.

Officer Steven Foe pursued Jordan T. Hugley, 20, into the woods near the Village at Eastern Glen development after receiving a report of a person with a gun.

Foe shot at but missed Hugley during the Oct. 1 chase. Hugley dropped his gun and kept running. He was caught a short time later and pleaded guilty in February to carrying a concealed weapon.

Franklin County Common Pleas Judge Stephen L. McIntosh sentenced Hugley to three years of probation, telling the defendant that he would send him to prison for 18 months if he did not abide by the rules of his release.

Since then, Hugley has violated a number of the conditions, his probation officer said in court documents. Hugley did not pay court costs and fees he owes, nor did he find a job, obtain a high-school equivalency certificate or complete his required community service, probation officer Courtney Washington said.

Hugley also has been arrested three times on charges that include disorderly conduct and aggravated menacing.

He is to be resentenced by McIntosh on Oct. 21.
