TORONTO -- Nine people are dead and 16 injured after a van deliberately plowed into pedestrians in northern Toronto, police said Monday.
Ralph Goodale, Canada's public security minister, says it is too early to say whether the incident was terrorism.
Police have located the white rental van involved and have arrested the driver, officials said. The van jumped the curb and mowed down pedestrians near an intersection of two busy streets in Toronto, Canada's biggest city.
Goodale said it was unknown whether the incident was connected to a meeting taking place Monday in Toronto of the G7 foreign ministers. He also said the alert level for the country had not been raised.
