Once at the scene and after speaking to bystanders, police saw that Howard began arguing with the woman, later identified as Howard's girlfiend. Officers told the two to separate, but Howard wrapped his arm around the woman's neck and pulled out a knife as police approached him.
An officer deployed a Taser, which had no effect on the suspect. A second officer opened fire, and Howard was struck.
Police reached the woman, and she was treated for injuries she received before the shooting. Howard was taken into custody before he was transoported with injuries that weren't considered life-threatening.
No other civilians or officers were injured in the incident. Police released body camera footage of the encounter in a social media post.
Howard faces kidnapping and assault charges stemming from the incident, KPHO-TV reports. He has over a dozen prior arrests, including threatening to kill his girlfriend and her children among other domestic violence offenses. Howard, whose arrest record stretches back to when he was a child, had been convicted on multiple burglary and other charges, and the May shooting happened exactly four years after he had been released from prison.
The 33-year-old served time for multiple burglaries and a dangerous drug charge and has also been booked for multiple probation violations.
The shooting is under investigation by the Buckeye Police Department
