MANCHESTER, CT — Newly released dash-cam footage shows the moments when a Manchester man opened fire at officers during a chase on Interstate 84 early Saturday that ended when he was shot and injured by police.
The state Office of the Inspector General, which is tasked with investigating shootings involving police, identified the driver on Monday as Samuel Lee, 39. The office said Lee was charged with first-degree attempted assault and other felony offenses.
State investigators said the pursuit began after a Manchester officer pulled Lee over around 1:42 a.m. on Center Street for driving a Lexus sedan with a mismatched license plate. Officials said Lee briefly spoke with the officer before speeding away and nearly striking another police cruiser.
Officials said Lee drove as fast as 70 mph while fleeing, but was slowed down at the entrance of Interstate 84 west from West Middle Turnpike when officers deployed stop sticks that punctured the vehicle's tires. Lee, however, continued to drive away from the pursuing officers.
"Lee then rolled down his driver's side window and fired multiple rounds from a handgun at the pursuing officers," state investigators said. "At least one cruiser was struck by gunfire."
The dash-cam footage shows Lee firing at least five shots in the direction of a police cruiser. In separate body-worn camera footage, one of the pursuing officers can be seen returning fire out of their driver-side window. The officer can be seen firing at least nine shots with his right hand while steering the cruiser with his left.
Officials said one of the rounds fired by the officer — identified as Officer Kyle Busse — struck Lee in the right hip. Lee then brought his vehicle to a rest on the left side of the highway near a barrier before surrendering to officers.
"Officers observed a firearm on the driver's side floor of the vehicle, which can be seen on the body-worn camera video of one of the officers," officials said.
Officials said police rendered emergency medical treatment until Lee could be transported to Hartford Hospital for the treatment of injuries that were not considered life-threatening. Officials said Lee remains hospitalized as of Monday afternoon and noted the investigation is ongoing.
