Video Captures San Francisco Chase Shootout That Critically Wounded Police Officer

San Francisco police officials on Tuesday released footage of a May 31 shootout between police and a suspect in which an officer and a passenger in the suspect vehicle were critically wounded.

The footage captures the chaotic moments before and after the gun battle, showing the suspect — later identified by authorities as Norris Reed II — firing at officers almost immediately after exiting his car after a 3.6-mile chase through city streets.

Police commanders identified the three officers who fired back as Rachel Carranza, Jeremy Cutler and Angela Moreno and said investigators are still determining how many shots went off during the exchange.

“We recognize that our sworn duty as law enforcement officers is to honor and respect the sanctity of human life,” Police Chief Derrick Lew said during a town hall on Tuesday where the footage was presented. He added that police “are sometimes required to use force, including deadly force, in the performance of our duties.”

The video begins when two police officers — identified in court records as Brittney Taylor and Dexter Cato — step out of their patrol vehicle on First and Mission streets at about 10:29 p.m. An officer can be heard yelling at the driver of a 2021 Gray Toyota to turn the vehicle off and step out.

By then, police said the department’s Real Time Investigation Center had received a license plate reader alert for a vehicle linked to an armed robbery involving suspects who were believed to still be carrying firearms. Surveillance cameras had captured the vehicle crossing the Bay Bridge into San Francisco, authorities said.

“Driver, turn the car off! Turn the car off!” the officer yells.

Moments later, the same officer says, “he’s gonna take off. I think he’s gonna take off.”

The driver did indeed flee, and a pursuit began through multiple city neighborhoods.

Footage from multiple body-worn cameras show officers speeding on Bayshore Boulevard near Jerrold Avenue in the Bayview, where the suspect crashed into a concrete median at about 10:45 p.m.

With lights and sirens on, officers parked behind the suspect vehicle command the driver to “come out with your hands up, right now!,” according to the footage.

As officers got out of their vehicles, police said the driver also got out and immediately opened fire on officers. A cacophony of shots can be heard as Carranza, Cutler and Moreno return fire.

“Hey, officer hit, officer hit,” one officer says as the gunfire ends.

Officer Taylor was wounded, as was a passenger in the suspect vehicle who surrendered. They both remain in the hospital being treated for gunshot wounds. Police said Taylor’s injuries required multiple surgeries.

After the firefight, Reed fled on foot across Bayshore Boulevard and through a nearby Chevron station before heading east on Jerrold Avenue toward the Bayshore Navigation Center.

Officers then established a perimeter and searched the area.

At about 12:17 a.m., dispatchers received a tip that the suspect was inside the gated area of the navigation center. Officers responded and arrested the suspect without further incident.

The police footage shows an officer climbing over a chain-link fence into the complex. The officer then opened a gate for four other officers who approached the suspect with their guns drawn, the footage shows.

Video goes on to show officers approaching Reed, who was sitting on a chair outside the navigation center’s entrance. Officers can then be seen throwing Reed to the ground and handcuffing him.

While on the ground, Reed can be heard saying, “I live here, bro.” The officers then ask Reed whether he has any firearms on him, and recover the two handguns.

Officials said they recovered a .40-caliber Glock 23 with a laser and flashlight attachment, and a privately manufactured 9mm handgun without a serial number. They also found an unfired .40-caliber round.

Reed was later booked into the county jail and charged with two counts of attempted murder and several other felonies.

The police shooting remains under investigation by the police department as well as the Department of Police Accountability and the District Attorney’s Independent Investigations Bureau.
