Video Shows Officers Handcuffing 11-Year-Old Girl

Video of a police officer handcuffing a scared 11-year-old girl now has him under investigation. The Grand Rapids Police Department says officers were investigating an attempted murder in the area and detained the occupants of the home until they could determine whether any of them was a suspect they were looking for. The occupants were all released, but a complaint was filed with police on behalf of the child.
