SALISBURY, Maryland -- The Maryland Office of the Attorney General’s Independent Investigations Division (IID) has released body-worn camera footage from a fatal officer-involved shooting involving the Salisbury Police Department that occurred Nov. 2, 2025, in Salisbury.
According to the IID, Salisbury Police Department officers were assisting the Maryland State Police in locating a homicide suspect connected to a murder reported earlier that day. At approximately 7:00 p.m., officers located a man they suspected was involved in the homicide in the driveway of a residence in the 700 block of Jefferson Street.
The man, later identified as 40-year-old David Evans of Salisbury, was standing near a pickup truck with an object on the hood, according to investigators. Officers gave repeated commands for compliance. During the encounter, officers observed a handgun within arm’s reach on the hood of the vehicle. Investigators said the man reached for the object after refusing commands.
Multiple officers discharged their service weapons, striking Evans. Officers immediately rendered medical aid until emergency medical services arrived. Evans was transported to a local hospital, where he was later pronounced dead. A handgun was recovered from the driveway near him. No officers were injured.
Salisbury police officials stated that officers were able to escort a civilian who was inside the pickup truck to safety during the encounter. The officers who discharged their weapons were placed on administrative duty, consistent with department policy.
Under Maryland law, the IID assumed control of the investigation. The division is responsible for investigating all fatal officer-involved shootings in the state. The IID said all officers involved were equipped with body-worn cameras, which recorded the incident.
The release of the footage follows requirements under the Police Accountability Act of 2021. The IID said the release is intended to provide transparency and does not imply wrongdoing by the officers.
