Video Shows Officer Kill Man Who Pinned Ill. Trooper

Conservation Officer Steve Francisko fatally shot a driver who pinned Trooper Luke Kuehl with his van.

Illinois State Police have released dashcam video from a deadly officer-involved shooting from November.

No charges were filed against the Illinois Conservation Officer who fired his weapon after a trooper pulled over a van driven by Shane Cataline, according to KWQC-TV.

Trooper Luke Kuehl stops the van and is joined by Conservation Officer Steve Francisko.

"You made a 9-1-1 call to our District 7 headquarters down in East Moline. We want to talk to you about that a little bit," Kuehl tells the man through the window.

The officers request Cataline to get out of the vehicle twice, but he does not cooperate, keeping the van in drive as officers ask a second and third time.

Cataline backs up and Kuehl loses his grip on the driver's door and is flung into traffic and Francisko waves his arms to let oncoming traffic know about the wrong way driver.

Soon after, Cataline drives his van straight at Kuehl, ramming his it into the cruiser, pinning the trooper.

Fracisko then jumps on the hood of the cruiser and begins firing five rounds at Cataline through the window, killing him and stopping the van's acceleration.

The conservation officer brings the trooper to safety and calls for help.

"I thought you were getting killed. I had to shoot him." Francisko tells the trooper in the video.

The Kane County Attorney's Office ruled Francisko's actions were justified. Both he and Keuhl have since returned to work.
