Jan. 07--A Dormont woman claims in a federal lawsuit that three Penn Hills police officers fractured her left arm in three places when they arrested her at another person's home in January 2010.

Noreda Young, 43, said in the lawsuit filed Thursday that officers Dennis Wynn, Bernard Sestili and William Klobucher twisted her arm violently, causing the fractures. Her lawyer, Noah Geary, couldn't be reached for comment.

Police Chief Howard Burton declined comment. Mayor Anthony DeLuca couldn't be reached for comment.

Court records show that Young was arrested on Jan. 7, 2010, and charged with simple assault, making a false report, resisting arrest, making terroristic threats and harassment. The charges were dismissed eight months later.
