'Operation Rehab' Lands 13 in Jail in North Carolina

Agents with the Sampson County Special Investigation Division have made 13 arrests after a six-month narcotics investigation called "Operation Rehab."

The investigation targeted known narcotics dealers throughout Sampson County, sheriff's officials said. Thirteen arrests were made beginning Wednesday night and running through Friday, and more arrests are pending, according those same law enforcement officials.

As a result of the investigation, four search warrants have been served rendering additional drug charges, locating wanted persons, and seizing cash and firearms.

As of Friday evening, agents had made the following arrests:

--Roger Dale Boykin, 38, of 21 Odum Road, Garland, charged with three counts of selling marijuana three counts of delivering marijuana; three counts of maintaining a dwelling for a controlled substance; two counts of trafficking opiate by selling; two counts of trafficking opiate by delivering; five counts of possession with intent to sell/deliver marijuana; and one count of possession of drug paraphernalia. Boykin was given a bond of $205,000 and a trial date of Dec. 9. He was caught with 605.6 grams of marijuana and 44.3 grams of opiates.

--Dean McLain Cooper, 50, of 2056 Yellowskin Road, Autryville, charged with selling and delivering a Schedule II controlled substance. Cooper was given a $10,000 bond and a trial date of Dec. 9.

--Michael Anthony Herring, 45, of 26 North Powell St. Garland, charged with two counts of selling cocaine and two counts of delivering cocaine. Herring was given a $25,000 bond.

--Morris McDonald, 34, of 58 Woodland Lane, Roseboro, charged with four counts of selling cocaine; four counts of delivering cocaine; four counts of maintaining a dwelling for a controlled substance; one count of possession with intent to sell and deliver cocaine; and one count of possession of drug paraphernalia. McDonald was given a $125,000 bond.

--Marion Franklin Carr, 37, of 4170 Hayne Stretch Road, Roseboro, harged with four counts of selling cocaine; four counts of delivering cocaine; and one count of possession with intent to sell and deliver cocaine. Carr was given a $125,000 bond.

--Elliot Lee Boykin Jr, 34, of 195 Lonnie Parker Lane Clinton, charged with one count of selling cocaine; and one count of delivering cocaine. Boykin was given a $10,000 bond.

--Ronald Douglas McLamb, of 43, of 493 Cabbage Patch Road, Clinton, was charged with two counts of selling cocaine and two counts of delivering cocaine. McLamb was given a $69,000 bond.

--Danny Aycock, 28, of 208 Eliza Lane, Clinton, charged with one count of trafficking opiates by possession. Aycock was given a $30,000 bond.

--Robert Tremane Newkirk, 28, of 1295 Wilbur Pridgen Road, Harrells, charged with two counts of selling and delivering a Schedule II controlled substance and one count of conspiring to sell and deliver cocaine. Newkirk was given a $70,000 bond.

-- Lonnie Ray Burney, 36, of 2888 Delway Hwy., Rose Hill, charged with three counts of selling and delivering cocaine. Burney's bond was set at $70,000 ; and

--Melvin Emanuel, 59, of 98 Indian Town Road, Clinton, charged with three counts of trafficking opiates by possession; three counts of trafficking opiate by transport; and two counts of trafficking opiate by selling. Emanuel was given a $225,000 bond.

In a separate investigation conducted by agents with the Special Investigations Division unrelated to "Operation Rehab" two arrests were also made on Nov. 29. They were:

--Terry Walton Green, 40, of 2977 Honeycutt Road, Clinton, was charged with one count of possession of methamphetamine and one count possession and distribution of precursor chemical. Green was given a $15,000 bond; and

--David Wayne Pigford, 35, of 307 Park Ave. Clinton. Pigford was charged with one count of exceeding the pseudo limits and given a $4,500 bond.
