A former Ontario Provincial Police (OPP) sergeant already facing obstruction and other charges has been charged in relation to fraudulent documents.
Michael Leonard Rutigliano, of Mississauga, was charged by the OPP's Criminal Investigation Branch with uttering forged documents and breach of recognizance in connection with a police background check conducted in October 2010. The investigation, led by Det.-Insp.
Ken Leppert, began last year when the accused applied to the OPP for a police background check to comply with a requirement to volunteer for a youth sports league.
Police allege a portion of the documents submitted contained information that had been fraudulently altered. Rutigliano, a 28-year veteran before he left the OPP earlier this year, also faces obstruction charges in a case involving Mississauga beverage entrepreneur Frank D'Angelo, as well as numerous charges in a wide-ranging corruption and fraud probe.
In 2009, D'Angelo was acquitted of sexually assaulting a business associate's daughter in a hotel room near Yorkdale in Toronto. When D'Angelo was arrested in May 2009, investigators alleged he conspired with Rutigliano to obstruct, pervert or defeat the course of justice in relation to the sex assault charge.
Rutigliano is also alleged to have conspired with two former Bombardier employees in a $15-million fraud against the aircraft maker. He's also charged with helping another man "avoid prosecution in Ontario."
Rutigliano was also charged with conspiracy and attempt to obstruct justice in a fraud case involving the sale of non-existent Toronto Maple Leafs tickets by Peter Mavroudis.
Mavroudis has since been convicted and jailed.
