MADISON, Wis.

A Madison Police Department parking enforcement officer was working on Madison's north side early Wednesday morning when his Jeep was struck by a hit-and-run driver.

The hit-and-run crash occurred at about 2:15 a.m. on Kropf Avenue, Madison police said.

Police said the parking enforcement officer was able to get a description of the man's van as well as a license plate number. That information led police officers to an address on Brentwood Drive.

The Madison Police Department said officers knocked on the suspect's door and an irate woman emerged. An officer reported that the woman's profanities probably could have been heard from "up to two city blocks away."

Police said the woman wagged her finger at the officer a couple of times, nearly striking his face. She also spat near his shoes while refusing to dial back the verbal assault, even after repeated warnings to do so, police said.

The woman, identified as Joanitta L. Scudder, 30, of Madison, was cited for disorderly conduct, police said.

Officers said they later located the hit-and-run suspect outside of the apartment. The suspect, James L. Shivers, 27, of Madison, was arrested on suspicion of hit-and-run and on a warrant and taken to jail, police said.
