Minneapolis Police Chief Calls Fatal ICE Shooting 'Entirely Predictable' 

MINNEAPOLIS -- Minneapolis Police Chief Brian O’Hara said tensions surrounding a federal immigration enforcement operation made a fatal shooting by an Immigration and Customs Enforcement (ICE) agent this week “entirely predictable,” emphasizing the need for de-escalation and a thorough, independent investigation.

The shooting occurred Wednesday in Minneapolis as the Trump administration began deploying 2,000 federal agents to the area, according to CBS News.

Video circulating publicly shows a woman, later identified as 37-year-old Renee Good, inside an SUV as one agent attempts to open the driver’s side door. As the vehicle appears to move, another agent fires through the windshield. Good was fatally shot.

In an interview with “CBS Mornings” on Thursday, O’Hara said tensions had been building for weeks and warned against further escalation following the loss of life. He urged calm, noting the broader impact on a community that has experienced repeated trauma in recent years.

"We recognize, quite obviously, that this has been building over the course of several weeks. This was entirely predictable," O’Hara said during the interview. "This has been a very, very tense situation on the ground, and it is our police officers that have been consistently being placed in the middle of these situations trying to deescalate things in situations that have been created of which we have nothing to do with. Our officers yesterday, by the end of it, were the ones that were getting pelted with projectiles thrown at them. At least one window from one of our cars was damaged. They are just standing on the line, not only dealing with people's frustrations, but also dealing with a lot of hate and vitriol, quite frankly that they have absolutely nothing to do with creating here."

The shooting happened several blocks from the site where George Floyd was murdered in 2020. O’Hara said Minneapolis police officers were not present at the time of the shooting but were later deployed to secure the scene. He said officers were tasked with preserving evidence to support a criminal investigation and managing crowd safety amid heightened emotions.

According to O’Hara, Minneapolis officers faced hostility while attempting to maintain order, including having projectiles thrown at them and damage to at least one squad car. He said officers were placed in a “very, very tense situation on the ground” while trying to de-escalate confrontations tied to frustration over the federal operation.

O’Hara also addressed broader use-of-force considerations, citing his 25 years in law enforcement and the profession’s increased emphasis on de-escalation. He said many police departments now train officers to avoid situations where deadly force may become necessary, particularly in the absence of an underlying serious criminal threat.

The Federal Bureau of Investigation is investigating the shooting. O’Hara said an impartial review is necessary to establish the facts and maintain public trust, both for Good’s family and the community.

In statements following the incident, Department of Homeland Security Secretary Kristi Noem characterized Good’s actions as an “act of domestic terrorism.” Noem and President Trump described the shooting as self-defense by the ICE agent.
