National Law Enforcement Officers Memorial Fund announces collaboration with NHTSA on ‘Below 100’ program to save officer lives

WASHINGTON, D.C. (May 28, 2025) ‒ The National Law Enforcement Officers Memorial Fund (NLEOMF) through its continuing partnership with the United States Department of Transportation’s National Highway Traffic Safety Administration (NHTSA), has announced that they will be collaborating with the law enforcement training organization known as “Below 100.”

Since 2010, Below 100 has been providing important safety training created to keep law enforcement officers safe. Its goal is to reduce line-of-duty deaths (LODDs) and prevent injuries and imbue law enforcement with a stronger culture of safety. Its founding goal is to reduce the annual number of law enforcement line of duty fatalities to below 100.  The number of LODDs has not been below 100 since 1943.

“We are excited, honored, and humbled by this opportunity to partner with NHTSA on this program,” said Bill Alexander, CEO of NLEOMF. “Below 100 aligns perfectly with our Officer Safety and Wellness division mission to make it safer for those who serve and keep names off of the walls of our memorial.”

Since 2014, NHTSA and NLEOMF have worked together to explore the trends and commonalities in traffic-related fatalities in law enforcement, one of the leading causes of line of duty deaths. Through that research and analysis, NLEOMF provides the national law enforcement community with important data and recommendations on how to prevent similar traffic-related incidents.

Below 100 instructors are experienced volunteers, veteran officers, who travel across the country to share their safety insights and to instruct officers in the “Five Tenets” of safety that the organization developed.  “Wear Your Belt, Wear Your Vest, Watch Your Speed, WIN-What’s Important Now, and Remember: Complacency Kills!”  Using their passion and experience, supported by case studies and hard-hitting videos of real incidents, the instructors push the student officers to recognize positive steps they can take to reduce injuries and deaths.

Due to that continuing partnership with NHTSA, NLEOMF has additional resources to support the Below 100 training and assist in getting it carried out to the field on a consistent basis.

“This new alliance will help augment Below 100 through NLEOMF’ s wide range of connections and with administrative support for their instructors as we work together to share their important training,” said USDOT Secretary Sean Duffy. “This collaborative effort is a strong step towards enhancing the safety of America’s Peace Officers, as they daily risk their lives on the nation’s roadways and in our communities.”
