Calif. Traffic Stop Attempt Turns Fatal

A man is dead and a woman is in the hospital after an officer-involved shooting early Saturday.

Nov. 20--STOCKTON -- A man is dead and a woman is in the hospital after an officer-involved shooting early Saturday, according to the California Highway Patrol.

The man, Stockton resident Jose Daniel Orosco, 21, sped away from officers during a traffic stop near Wilson and Harding ways at about 12:30 a.m., said Officer Angel Arceo, a CHP spokesman. A woman, 20-year-old Lodian Shana McCloud, was in Orosco's car during the pursuit.

Orosco raced southbound on Wilson Way at 70 mph before losing control when attempting to turn left on Dr. Martin Luther King Jr. Boulevard, Arceo said.

Two officers exited the squad car and ordered him to get out of his Ford sedan, police said. Orosco allegedly refused and put his car into reverse.

Officers opened fire as the car struck the right side of the patrol car before circling around and hitting the left, Arceo said.

Orosco was declared dead at the scene. McCloud sustained undisclosed injuries from gunfire but police report she is in stable condition.

"We never shoot to kill, and the intent was to neutralize the driver," Arceo said. "The car was moving as the officers were firing."

The intersection of Dr. Martin Luther King Jr. Boulevard and Wilson Way was closed for most of Saturday as officers from a the CHP, Department of Justice, Stockton Police Department and District Attorney's Office investigated the scene.

Officers found a handgun in reach of both Orosco and McCloud inside the car. Orosco was also on parole for assault with a deadly weapon, police said.

Arceo said he did not know how many shots were fired but disclosed the two officers involved have been on the force for four and six years respectively.

Both have been placed on administrative leave, which is standard procedure during investigations of officer-involved shootings.
