Project Description

The Lynnwood Community Justice Center and Crisis Care Center (LCJC and CCC) campus is the manifestation of a community working toward a therapeutic approach in their local justice system. The new civic campus is home to the police department, jail, municipal court, and the Crisis Care Center. The project is located on the city’s existing civic center site, and entails both new construction (the police department, jail, CCC and parking structure) and the renovation of the existing court facilities. Community goals for the project included improved public safety, reduced recidivism, and humane treatment for mental health and substance abuse issues.

Centered around the police department and municipal jail, a guiding theme of the design was rooted in community embracement, and the sense of a bird taking flight. This concept is expressed in the shape of the building, with converging rooflines forming a subtle pattern of wings spreading and reinforcing the mission focused on rehabilitation, and community support.

The new modern police department vision and resulting design carefully considered accessibility to resources and community services. Composed around a connecting public plaza, the site was designed to be welcoming, easy to navigate and clearly identify public parking. The three-story police department building is organizationally planned to support varying degrees of security access by the public, extensive volunteer program, emergency operations center, and commissioned and non-commissioned staff.

A continuous circulation spline anchors each floor, connecting diverse functions, enhancing staff interaction and optimizing operational efficiency. With a focus on occupant wellness, vertical circulation is provided at each end of the connecting splines, with extensive daylighting and exterior views that invite occupants to take the stairs.

Community was embedded in every step of the project. The Lynnwood Community Justice Center is a vision that represents a mission to support those in need.
