Project Description
This project represents a transformative milestone in the modernization and unification of the city’s public safety infrastructure. Inspired by the original police chief’s vision of a prominent civic symbol, the new facility was strategically located along Main Street to maximize visibility and establish a strong community presence. The former police headquarters site was reimagined as a welcoming entrance plaza, reinforcing the building’s role as a beacon of public safety.
Built for resilience and the increasing threat of flooding, the 30-acre site was planned with a 5-acre detention pond, while elevating the facility five feet above the 500-year floodplain and employing tilt-wall construction, impact-resistant glazing, and full-building backup generators to withstand hurricane-force winds. These features not only protect critical infrastructure but also demonstrate a proactive approach to climate adaptation and emergency preparedness.
Completed in three phases, the 156,300 sq. ft. Baytown Public Safety Campus includes a three-story, 112,500 sq. ft. main building housing the entire Police Department and Fire Administration, integrating seamlessly with adjacent Courts, Jail, and Emergency Operations Center. Designed with a focus on security, operational efficiency, and staff wellness, the facility features open, light-filled workspaces, a shared lobby and community room, and a spacious fitness center accessible to all personnel. Fire Administration occupies secure zones on the first and second floors, ensuring full CJIS compliance.
Forward-thinking features include a staff childcare area, separate property return lobby, honor-system vending, and break area at the main staff entrance to encourage informal interaction. A dedicated social media suite, virtual simulation lab, and drone operations balcony, support modern policing and training needs. Staff amenities include locker rooms, a shared fitness center, and a commercial kitchen designed to support hurricane response operations.
This exceptional facility sets a new standard for public safety operations, fostering a secure, efficient, and supportive environment for both staff and the community.
