Minn. Officer on Leave for Excessive Force

A Duluth police officer is on administrative leave for allegedly using excessive force. After a man in a wheelchair swung and hit Officer Richard Jouppi, Jouppi punched the man in the face multiple times and pulled him out of the wheelchair. Authorities said five complaints have been filed against Officer Jouppi in his two years with the department. The incident continues to be under investigation.
