HERMISTON, Wash. -- An alert citizen helped police catch a Hermiston man with at least 12 previous arrests for allegedly trying to break into a community outreach building.

Officers were called to the Agape House, 500 W. Harper Road., around 2 a.m. Tuesday, when a citizen in the area saw shadows and heard glass breaking, said Hermiston Police Chief Jason Edmiston.

When officers searched the area, they found Terrance W. Seibel, 41, hiding between the building and some storage containers, he said.

Seibel, who had three warrants out for his arrest, was booked into the Umatilla County jail on suspicion of attempted burglary, possessing burglary tools, possessing meth and unlawful entry to a motor vehicle.

"This is yet another example of an offender on the streets that has yet to be held accountable for past actions, hence the three arrest warrants," Edmiston said. "Over the years, our agency alone has arrested Mr. Seibel 12 times and charged him with 40 different things."
