Handcuffed Man Escapes From Cruiser in N.H.

A career criminal is back in custody after escaping from the back of a police cruiser leading law enforcement departments on a lengthy manhunt that ended hours later with his capture.

July 04--SEABROOK -- A career criminal arrested Monday afternoon is back in custody after escaping from the back of a police cruiser outside Exeter Hospital, leading law enforcement departments on a lengthy manhunt that ended hours later with his capture in Kensington, N.H.

Ryan Fogg, 22, was arraigned in Derry District Court yesterday via video conference, as he remains in Rockingham County Jail. Bail was set at $100,000 cash and his next court date is pending.

Fogg was arrested by local police Monday around 3:30 p.m. inside a friend's house on Folly Mill Road on an outstanding warrant on attempted burglary and criminal threatening charges. Fogg did not go willingly, and a state police K-9 unit was brought to the scene to assist. After being placed in custody, Fogg was taken to Exeter Hospital to receive treatment for injuries sustained during his arrest, according to Seabrook police Lt. Michael Gallagher.

Gallagher wouldn't comment on what kind of injuries Fogg sustained as a result of his arrest.

Upon leaving the hospital around 7 p.m., a double-handcuffed Fogg was wheeled to Sgt. Robert Granlund's cruiser and placed inside. Fogg was to be taken to Rockingham County Jail to await arraignment. By the time Granlund had returned the wheelchair, Fogg had managed to slip out of the barred back seat window and was seen running across the parking lot still handcuffed, according to Gallagher.

A longtime Seabrook resident, Fogg has had several run-ins with local police and had been arrested several times on charges of receiving stolen property, theft and burglary.

Following Fogg's escape, a request was made for a state police K-9 unit to respond to the area. Several troopers, including a K-9 unit, arrived at the scene and attempted to locate Fogg. A short time later, Fogg was seen running in the area of Drinkwater Road in Exeter. A search of this area was unsuccessful.

At 7:52 p.m., a state police trooper saw Fogg run behind a church on Route 88 in Exeter, in close proximity to the Hampton Falls town line. This area was saturated with members of several police agencies. A state police helicopter was requested and dispatched to the area. Additional state police K-9 units were also requested and dispatched to this area.

At 9:11 p.m., troopers in a state police helicopter saw Fogg running through a field. A state police K-9 was deployed, and Fogg was taken into custody. The apprehension occurred on Drinkwater Road by Oak Ridge Road in Kensington.

Assisting state police troopers at the scene were members of the Exeter Police Department, the Seabrook Police Department, the Kensington Police Department, the Hampton Falls Police Department, the Stratham Police Department and the Rockingham County Sheriff's Department. Troopers were also assisted by the New Hampshire State Police Aviation Unit, as well as the New Hampshire State Police K-9 Unit.

In addition to his previous charges, Fogg will be charged with escaping law enforcement officials, Gallagher added.

Gallagher said he did not know how Fogg managed to slip through the barred back window of the cruiser. The window had been lowered due to Monday's high temperatures. In light of Monday's incident, Gallagher said his department would be reviewing its procedures for safely securing suspects in cruisers.

"It's something we have to look at so it doesn't happen again," Gallagher said.
