MIAMI BEACH, Fla.

The fallout continued Wednesday, months after a bloody crash on Miami Beach involving a police officer and a department-owned ATV.

Miami Beach Mayor Matti Herrera Bower said GPS tracking devices will be installed on every city-owned vehicle, including police motorcycles and all-terrain vehicles.

"Randomly, people are going to be checked to make sure that they were where they're supposed to be," Bower said. "It's also for their safety."

City officials said the plan was in the works long before the July night when state prosecutors said then-officers Derick Kuilan and Rolando Gutierrez joined a bachelorette party at the Clevelander, drinking alcohol while on duty.

Kuilan is accused of getting on a police ATV and running over tow beachgoers on the sand. Prosecutors said that tests revealed his blood-alcohol level was over the legal limit.

Kuilan was fired and arrested. Gutierrez also lost his job.

Since then, five other high-ranking officers have been suspended, demoted or both for failing to properly supervise the two officers that night.

"It's a shame that we have to do these things because they're not doing their job well," Bower said.
