  3. A parolee was caught on Sunday morning breaking into cars in a church parking.  He had spark plugs in his pocket that he used to break car windows.  Breaking car windows to steal is painful for citizens. He served time for theft before parole and will return to prison.

  4. A juvenile was arrested after stealing the bait in a residential neighborhood.  He has prior record for auto burglary.

The pattern is clear.  Each of these persons arrested had criminal history and were not going to stop until they were arrested.
