Teen Girls Allegedly Beat Witness in Chicago Officer's Slaying

Two teenage girls have been charged with beating a female witness in the murder case of a Chicago police officer and a social worker, authorities said Thursday.

Tashianda Howland, 18, and a 16-year-old relative attacked a witness to events following the Aug. 13 shootings of Officer Robert Soto, 49, and Kathryn Romberg, 45, authorities said.

Howland and her relative were arrested Wednesday, just hours after prosecutors dropped charges against 26-year-old Jason Austin, who was the sole suspect in the murders. One of the teenage suspects was dating Austin, law enforcement sources said.

The witness was beaten at least twice on the West Side, and police said they are now keeping a close watch on her, sources said.

On Aug. 19, the 16-year-old suspect hit the witness in the face with a lock attached to a string, police said. The victim suffered a swollen lip and eye during the attack in the 600 block of North Troy, authorities said. The 16-year-old girl also made threats on the victim's life, police said.

Last Saturday, Howland beat the victim with her fists, sources said.

Then on Wednesday, the 16-year-old allegedly threatened the witness with a canister of pepper spray. Police said they recovered box cutters, scissors, a knife and a can of Mace from the 16-year-old.

On Thursday, the 16-year-old was ordered held by Juvenile Court Judge Carol Kelly on felony charges of aggravated battery and intimidation.

Howland is charged with simple battery, a misdemeanor, sources said.

The 16-year-old — who is 5-foot-5 and 175 pounds — has a lengthy criminal record that includes charges of aggravated assault to a firefighter, resisting and obstructing a correctional officer, aggravated domestic battery, criminal damage to property, aggravated assault with a dangerous weapon and criminal trespass to vehicles, sources said.

Howland — who is 5-foot-5 and 195 pounds — did not appear to have a prior criminal record.

On Wednesday, prosecutors dismissed murder and armed robbery charges against Austin in Soto and Romberg's slayings, citing "challenges with witness statements."

Problems with the case against Austin — and prosecutors' decision to drop the charges — were first reported by the Sun-Times.

Sources told the newspaper witnesses began recanting their accounts, fearing retaliation. Austin's attorney, David Wiener, also pointed out that Austin's maroon Buick Regal — the vehicle allegedly used in the shooting — was in a repair shop a day before the shooting and was still there several hours after the crime.

Cook County State's Attorney Dick Devine and police Supt. Jody Weis stressed Wednesday that this week’s court action does not preclude further charges.

Meanwhile, an anonymous donor has contacted the Chicago Police Memorial Foundation and is offering $25,000 for information leading to an arrest and conviction in the Soto and Romberg murders.

Obstruction of Justice anyone?
Now I might live in an area that's a bit off the beaten track but isin't someone beating a witness as the result of that witness giving a statement in a criminal case considered a witness tampering charge ? And if the witness re-canted after the assault isin't the original statement still admissable ? Where in the blazes is the Cook County DA's Office in all of this ? Felony witness tampering is an automatic remand for the defendant. It also requires a mandatory review of the victim's statement in front of the trial judge for admissability in light of illegal presure brought to bear on the witness.

And someone please tell me that the Cook County Sheriff's Office had Austin's calls on tape. If he even hinted that the witness's needed to be 'encouraged' to alter or recant their statements and you now have a conspiracy to obstruct justice charge. Add that to the murder charge and you have felony murder on all of them. Who's gonna give it up to avoid the needle first ?

And please tell me that the CPD has the VIN and tag of every car in the garage that claims Austin's car was there prior to Soto's shooting. You 'gumshoe' these vehicles and you are gonna find someone willing to talk to avoid an accessory after the fact charge. Same thing for phone and bank records. Show me a money transfer from the garage to any of the vehicle owner's after the shooting and prior to thier questioning and you now have a bribery of a witness charge hanging over someone's head. Painting a picture of Joliet for felony stupid has a wonderful way of getting witness's to talk.

DEBATEABLE RESPONSIBILITY
These teen girls, determined by their first names, are low income level, subsidized, ghetto residents. Having been subject to nothing but negatives during their; without appropriate familial environment are only partly to blame for these atrocities.

They must pay for their criminal activities but the mother and the father, the grandmothers and grandfathera,the great grandmothers and great grandfathers sould be in jail alongside of them. How can a child of 3rd/4th generation government subsidized parents, lving all in ghettos be expected to behave in socialy accepted ways.

Mr. Wingo, people make choices. These girls made choices to do what they have done. If being 3rd/4th generation govenment subsidized children is the reason they did what they did then no one would come out of a ghetto. Does their environment play a factor, probably, but lets not make excuses for them. Maybe if the 16 year old would have been properly punished for her past criminal behavior then this may never of occurred.

That's it, we're no longer a civilized society. You can kill cops and beat witnesses with impunity. Is this the US or Somalia? This brings new meaning to the phrase "it's a jungle out there".

Prison Time
The sixteen year old has an extensive record and hasn't seem to learn anything from her past run in with the law. It's time to remove her from society before she kills someone.

Wal 235 has the right to freedom of opinion and speech as others do. Fellow readers may also note that the insults and rants made against wal 235 are much more numerous and worse than the comments wal 235 made about the criminal.
