MANCHESTER, Conn.

A tow truck driver was taken into custody Monday after driving off with a window closed on a police sergeants arm, police said.
David Buckley, 25, of Ashford, was hooking up a car in the parking lot of Fountain Village apartments on Downey Drive in Manchester shortly after 8 p.m. Sunday, when the cars owner offered to move the car, police said.
The car's owner sat on the hood so he wouldn't tow her car, police said.
The sergeant, Sandy Ficara, arrived and told the Buckley to drop the car, but he wouldn't, police said.
Buckley rolled up his window with Ficara's arm in it and Ficara sprayed Buckley twice with pepper spray, but Buckley started driving away with Ficara on the running board, police said.
Ficara jumped off, got into his patrol car and chased Buckley a short distance into East Hartford before stopping, police said. Police found Buckley down the street, outside a liquor store, police said.
Buckley was charged with two counts each of first-degree reckless endangerment and criminal attempt to commit assault on a police officer, police said. He also was charged with interfering with police and breach of peace. He is scheduled to appear in Superior Court in Manchester Monday.
