There has been a shake up at the top of the Methuen Police department.
Chief Joseph Solomon is out amid allegations of misused time and money.
Solomon was accused of sending officers to his sister's home 300 times to install surveillance equipment.
He claimed there was drug and other criminal activity in the area.
An investigation also found Solomon authorized the use of federal grants to pay officers for unworked overtime.
Federal officials said the city must pay back $170,000.
