Another example of how DJS is so screwed up! The State needs to completely restructure this messed up Agency. They're not doing any good for these "youths".

The kid they mention in the article, Jackson, is said to be 18 years old.....why is an 18 year old being held at a juvenile facility????? In MASS you considered an adult at 17 as far as criminal proceedings go.

Mike, It could be that he committed the crime when he was a juvenile. Here in Texas i once arrested a 20 year old for a juvenile probation violation and actually had to take him to kid jail because it was their warrant. The law is same here in Texas at 17 they go to the big (Adult) jail.

However, Maryland law is so screwed up. It is not against the law to evade from an officer on foot. As a City officer that really annoyed me couse those clowns constantly run from the police. Of course they still went to jail for Disorderly or Failure to Obey but the charges dont stand up in court.

The Mayrland corrections and Baltimore City Dept are equally screwed up. They need help.

Amen, Texas. Maryland wised up briefly a while back and sent some of their "hardcore" convicts to states such as Kentucky, Texas and Virginia. Word is, the boys were crying when they got off the bus. Maryland runs daycamps, not prisons. Maybe they should take lessons from these states instead of just sending their inmates there.

In response to a restraint programming change in late 2007 newspapers are reporting that Injuries in Maryland Juvenile Justice Facilities Spike in 2008. http://somd.com/news/headlines/2008/9036.shtml

It does not take a rocket scientist to figure out that based on an 88% increase in the number of injuries and a 20% increase in the number of assaults that staff might be just a little slow to intervene using the restraint programming change that let to the spike in injuries and assault rates in the first place.

Now administration is blamming staff stating that staff used the correct technique but the technique was ineffective and the workers were simply overpowered by the boy who started the disturbance. Exactly how is the administration's failure to provide adequate training a "staff failure?" http://www.fredericknewspost.com/sections/news/displayUpdate.htm?storyID=91197
