Iowa Officer Dragged, Run Over During Traffic Stop

DES MOINES, Iowa --

Police said an officer was injured after she was hit by a driver who left the scene Thursday evening.

Investigators said Sgt. Larina Blad had stopped a driver on suspicion of speeding near the intersection of Fifth and Ovid avenues.

Police said that the driver sped away and ran over Blad with a rear tire, then dragged her for about a half-block. The car later sped away.

"He started to take off. She tried to prevent him from taking off and in trying to do that, she was dragged by the car," said Sgt. Misti Allison.

Blad was unable to get up, but was able to give dispatchers some critical information.

"She was able to give dispatch the plate number and description of the vehicle," said Allison.

Police said the driver was arrested a short time later near the 1600 block of Eighth Street. Officers said the driver had run through the front door of an apartment, but was captured while trying to escape out a back window.

He was identified as Irving Cartagena, 24. He faces charges of operating a vehicle while intoxicated, driving while barred and not having insurance. Other charges against him are pending, police said.

Police said his blood alcohol level was 0.173, which is two times the legal limit of 0.08.

Blad was taken to a hospital as police interviewed witnesses.

"She was hurting," said Sherri Wallukait, who said she didn't see the incident, but did see the commotion afterward. "I ran and I went down to her and she's laying there and I was rubbing her hair and asking if she's OK and she's asking, 'Call my kids. Call my husband.'"

Blad was treated and released from Methodist Medical Center at noon on Friday. Police said Blad wanted to thank everyone who helped her.

Blad works in the Neighborhood Based Service Delivery Unit and has worked for the Des Moines Police Department for 18 years.

Cartagena is being held at the Polk County Jail on $22,000 bond.

Bond
22,000 bond? Charges pending? How about attempted murder with NO BOND. He dragged a Police Officer for half a block, crashed into an apartment complex and tried to jump out the back window to escape? Is it plausible to think that if he does bond out, he will flee the state? Our justice system has some serious flaws.

Yes, that sounds about right. Its hard to find a judge that grasps reality.

At the very least charge him Felony Hit and Run (Injuries). Put the 287G detainer in place, and then work on the really important charges.

And trooper, before you complain about $22K for those charges, here if I bring them in for DWI, DWLR, and No Insurance, they'd sign themselves out and be walking back to their car before I get my cruiser back on the street.

A Bond?!? how is it that this guy gets a 22,000 bond when I had a guy the other day with a NOBAIL warrant for driving with a suspended license?! B.S. htat judge sould work the road for a day

What kind of idiot would give a bond to a person who just attempted to kill a police officer? Liberal Judge?

Best wishes to the injured officer. Wish you a quick recovery.

Next time, use the passenger-side approach, it is safer.

Hope she recovers. Fry the perp! I must ask, what the hell is a "Neighborhood Based Service Delivery Unit"? Sounds like some liberal jibberish for a community oriented policing unit.

$22,000 is way to low. Anybody willing to go as far as he did, would definitely not hesitate on running once he posts bond, especially if he knows more charges are comming. He'll bond and be gone. But, for those of who think it's a "liberal Judges" fault, I have to say it's not ALL his fault. His fault is on the bond side of it. The "pending charges" lie on the prosecutor. The prosecutor has to decide something is worth going after before it goes to the judge, who then sets the low bond. So, it sounds like the whole prosecution system there has issues.

This is why anyone who is a judge for either the Federal of local governments should spend at least a month and do a ride along with police officers. And not just during the day time, ride along at night and on the weekends.

See what our men and women have to put up with. Then act like a real judge and hand down your bonds and sentences to these people that break the laws.

Problem is not one judge will do this and why because they are just they forgot the promises that they made when they ran for office. It's easy street and easy money.
