Cameras
A friend of mine was mugged in Adams Morgan last year, and hospitalized for 2 days. The officer who responded to the call told us that the cameras in Adams Morgan at the corner of 18th St. and Columbia Rd. don't function, and that they're used more for their visibility and (alleged) deterrent effect. This raises the point that your article raises: why spend this money if the cameras aren't even being used, properly or at all?
