Karen L. Bune is employed as a Victim Specialist in the domestic violence unit of the State's Attorney's Office for Prince George's County, MD. She serves as an Adjunct Professor in the Department of Criminal Justice at George Mason University and Marymount University in Virginia, where she teaches victimology. Ms. Bune is a consultant for the Training and Technical Assistance Center for the Office for Victims of Crime, U. S. Department of Justice. She is a nationally recognized speaker on victim issues. Ms. Bune is Board Certified in Traumatic Stress and Domestic Violence and she is a Fellow of the Academy of Experts in Traumatic Stress. She appears in the 2008 edition of Marquis "Who's Who in the World."

Sex Offender Issues

I want to first start off with saying I am NOT pro-pedophile or pro-sex offender but pro-Constitution. I am totally against any form of abuse to any animal or human being. Anybody who commits any crime should be punished. But, once that person has done the time they were convicted under, via contract, and is off parole and/or probation, they should be able to get on with their lives without all the rules and regulations. No other criminal has to live by such draconian laws, so why sex offenders? If we must do this for sex offenders, then I think, to be fair, all criminals must be under similar rules and regulations.

When an ex-offender is forced to move from his/her home, thus having to sell it, cannot find another home within the law due to the residency "buffer" zones, get fired from their jobs due to being on the registry, cannot find a new job due to being on the registry, their husband/wife lose their jobs due to a significant other being on the registry, their children lose their friends and are harassed and bullied in school due to a family member being on the registry, thus destroying the children's lives, ex-offenders are forced into homelessness and to live under bridges, harassed by police, neighbors and probation/parole officers, have to wear "I'm a sex offender T-shirt" or have a neon green license plate on ALL their cars, have "sex offender" on their drivers license and forced to renew their licenses every year, forced from shelters during tornadoes or hurricanes, cannot give blood at some places due to being discriminated against for being on the sex offender registry, denied housing due to being on the registry, signs placed in their yards inviting harassment and ridicule from the neighbors, forced to move when the neighbors start picketing outside the ex-offenders home, the list is endless.

I THINK THIS IS CRUEL AND UNUSUAL PUNISHMENT, BEYOND THE EXTREME!

My heart goes out to Mr. Dail for all that he has endured as an innocent person being thrust into the criminal justice system through no fault of his own. Thank God for the North Carolina Center on Actual Innocence and thanks to Ms. Bune for bringing this important subject to our attention.

What Mr. Dail went through was a very long and undeserving ordeal. I know I went through it myself but wasn't found innocent. I was lookig at 3 yrs probation or 3 yrs prison term -vs- LIFE. No where to turn and advice of the public defender I took the 3yrs which turned out to be 3 yrs prison term. I done my 3 yrs and 3 yrs of parole but yet I'm doing LIFE. If I had known all the details of what I would have to go through by taking the deal I would had never took the deal but risk it all. I had nothing to lose by not taking the plea deal.
I'm fortunate that I did not have to move from my residence due to the buffer zones, the law took effect after my parole. Finding a job is difficult, having friends is not that easy as it once was, being convicted of any sex crimes turns out to be a life sentence not matter what the orginal sentece is.
I'm glad that Mr. Dail had someone to help fight for him and win.
All the laws they have for sex offenders will never ever protect anyone from a sex predator. In my theory there are more innocent people in prison that has been convicted of sex crimes than there are of the true sex offenders.
I don't hide that I'm on the registry, I let my friends and neighbors know and I tell them, I am innocent and if you think otherwise then we'll never be friends so kick rocks.
I'm learning to deal with my status, its just hard when encountering people I don't know.
When the lawmakers proposes new laws on sex offenders keep in my what good will come of it. I'll tell you now only good from it will benifit the lawmakers. You can assure that they will be making $$$$ on thier proposals and care less about the safety of citizens. These laws are not for the safety of the people but only to line the politics' pockets with money. Think about it, just how are these laws protecting people. If a predator is going to offend you can be assure they will no matter what the laws say.
And if you think all convicted sex offenders are guilty just wait when it's your turn being charged with sex crimes. Yes it can happen to you and anyone else.

Many thanks to Ms. Mumma for caring, her hardwork and efforts, and for believing in the guilty but innocent.

Mr. Dail had what many others didn't have the courage, the heart, the defiance, and the belief that someone out there could help him to proclaim his innocence.

I learned many things after my sentecing and parole:
1) never take a plea bargain if you're truley innocent just FIGHT BACK
2) Learned more about the laws so if there is ever a next time, which i hope will never come, I can be armed with knowledge and save my butt.
and 3)learned just how the justice system is so corrupt, in Calif. the state depends on putting people in prison. For eacn inmate they put in prison the more money they get from the federal govt. Prisons is known in Calif. as The Human Banks, more people put in more interest $$$ they get from the feds.

Hear what the person has to say before judging them by the label they have put on by the govt.
