Napolitano Says U.S. Border More Secure

WASHINGTON --

The Obama administration has met many of the border security benchmarks Congress set in 2007 as a prerequisite to immigration reform and now it's time to change the law, Homeland Security Secretary Janet Napolitano said Friday.

Napolitano, designated by President Barack Obama to lead the administration's efforts to overhaul immigration laws, said many members of Congress had said they could support an update of immigration laws, but only after border security improved, Napolitano said.

"Fast-forward to today, and many of the benchmarks these members of Congress set in 2007 have been met," she said in a speech to the Center for American Progress, a liberal think tank.

She cited construction of 600 miles of border fence and the hiring of more than 20,000 Border Patrol agents. Illegal immigration has also fallen sharply because of better enforcement and the economy.

"I've been dealing hands-on with immigration issues since 1993, so trust me: I know a major shift when I see one, and what I have seen makes reform far more attainable this time around," Napolitano said.

Congress passed tough immigration enforcement legislation in 2006 that called for building 700 miles of border fences and barriers. Immigration critics have said the fence has not been built with double layers as the law required and is not all fencing.

"How can they claim that enforcement is 'done' when there are more than 400 open miles of border with Mexico, hundreds of thousands of criminal and fugitive aliens and millions of illegal immigrants taking American jobs?" said Rep. Lamar Smith of Texas, the top Republican on the House Judiciary Committee, which oversees immigration and border issues.

Napolitano said the immigration and border security improvements are not enough. "The laws themselves need to be reformed," she said.

Obama has repeatedly said immigration reform is a priority, although it has been pushed further down the list as he has taken on the economy and health care reform.

Sen. Charles Schumer, D-N.Y., has said he would introduce legislation by early next year. New Jersey Sen. Bob Menendez, who heads the Senate Democrats' campaign arm, has said immigration reform must be done by March or it won't be taken up until after the 2010 elections.

Napolitano is a joke... On one note I am glad she is no longer our Gov. in AZ... On the other hand, now she has been screwing up Immigration... Her idea of "reform" is to give all the "UDA's" a free pass and take the "teeth" out of the laws. If she thinks things have gotten better, shes crazy. In my county we have contact with and chase UDA (un-documented alien) load vehicles all the time, and illegal immigration is STILL a huge problem.

Never had the pleasure or misfortune of having her as Gov, but I do know that Immigration issues in this country cycle. There will be enforcement, then we'll try to make them all legal, then we'll enforce again. The cycle is just repeating its self. This ain't new and all the blame can't be placed on the O admin. The pres is gonna have to shoulder his share of blame, but not all of it. Look at the last 20 years in immigration reform and enforcement.

Where did they get these numbers about more than 20,000 border agents being hired? Are these the Obama economic stimulus numbers where they are just making these numbers up again and creating money for non existent jobs? I don't believe that they have hired more than 20,000 border agents in two years; this is the typical BS from their administrations blow hole.

The magic number... 20,000
Specifically to "R" in Chicago...

It's not that 20,000 new Border Agents have been hired... it's that enough have been hired to push the Agents' numbers over the 20,000 mark...

What does this mean? Nothing.

The borders are still just as porous as ever, illegals are still flooding through, and the total number of more than 20 Million illegal aliens in the United States is still predominant.

Once again, Ms Napolitano is delusional, and the Obama-nation is content in making the numbers reflect their version of the truth.

A "secure" border can not exist. "Operational Control" of the border is impossible. Reformation of the laws is futile... there are some really good laws on the books, that have been there for years... if immigration reform is truly desired, allow the immigration Agents to enforce those laws already in-effect, without the "shackles" they have been restricted under for years.

The only way to enforce immigration laws are to ENFORCE the Immigration Laws from the INA.
