California Officer Charged With On-Duty Sex Crime

BAKERSFIELD, Calif. --

A Bakersfield Police Officer has been arrested and charged with misdemeanor sexual battery and battery while he was on duty.

Officer Jeffrey Luff, a two and a half year veteran of the BPD, is accused of grabbing a woman's buttocks and genitals after giving her a ride home from a party while he was on duty in the early morning hours of June 28th.

The BPD says Luff responded to a loud party call earlier that morning where he knew several people in attendance. The party then moved to a second location where Luff showed up and eventually gave two women rides home, one he knew and the victim whom he had just met.

That woman, according to Police Chief Bill Rector, says as she was giving Luff a hug good-bye Luff grabbed her buttocks and genitals

"Unfortunately it's not a position I want to be in, it's not a position any officer, any employee wants to be in, I mean it's an embarrassment to the department," Rector said.

The BPD's Sex Crimes Unit and Internal Affairs separately investigated the alleged incident before forwarding the report the District Attorney's office, which ultimately decided to file charges.

"What Officer Luff is alleged to have done is completely inappropriate," said Rector. "Because it encompasses the allegation of the inappropriate touching as well."

Luff was taken into custody at BPD headquarters Thursday morning and booked into the Central Receiving Facility.

He has been charged with misdemeanor battery and misdemeanor sexual battery, both charges carry a maximum six months in county jail. Luff is out on bail, his arraignment has not yet been set.

According to Luff's Myspace and Facebook pages he served four years in the Air Force and is a 2001 graduate of Highland High School.

It is still an allgeation. You other two clowns cant be law enforcement. What are the complete circumstances. It just doesnt seem right.

Officer Arrested
Everyone is presumed innocent until found guilty in court of law. Including Officers, Judges, lawyers, drug dealers, gangsters, murderers, robbers, etc., etc.

Laughing in Florida. Have you ever been accused by a suspect you arrested of mistreatment? Ever gave someone a hug on duty? Did you ever stop to think that this girl may have wanted more than a hug and was pissed when the Officer did not give it to her. Just stop and think before passing judgement. Im not saying that he is innocent or guilty. Ill wait until everything comes out in the wash

I'm wondering what the investigation into the allegations entailed... pretext call? Details would be nice. I can't imagine him being arrested and the D.A. filing charges on mere allegations alone. This will be interesting to see how it unfolds.

BPD in trouble
If you guys knew the BPD! six are currently underinvestigation for PC 187, beat a guy to death hiding in a closet. few months ago a doctor had a stroke and they thought he was drunk and turned away an ambulance. TOTAL LACK OF LEADERSHIP. Before you make your comments about innocent....I'm a former LEO and have lived here for 40 years, BPD is bad news

I gotta agree with copchick.. I can't believe the D.A. would be so quick to charge him on just an allegation.. This article is missing something.. Once again we probably aren't getting the whole story..

I don������t know what you are talking about. The comment you made is a nightmare. I misspell one word and you post the above.
I have completed high school, college, post graduate and extensive federal and state training in my career.
I have and continue to work in units and positions that go after the worst criminals in society. If, and I mean if, you are leo you are either a rookie who has seen and done nothing yet. If you have been on for a while you probably are hated by your fellow officers. The attitude that you show towards fellow Officers makes me think that you are a member of your departments rat squad. If things like this make you laugh you cant or should not be leo. Your lack of empathy towards people and there situations would make you a nightmare as a subordinate.
As for the separate investigations and the state AG's office approving charges it is not a sign of proof beyond a reasonable doubt. In my area there have been several LEOs charged with crimes and at trial the SEPERATE investigations were shown to be identical and not separate at all. The investigating leo's conducted such a bad investigation the charges were thrown out and the prosecutor was voted out of office.

All I am saying is let the case develop and be presented at trial. don������t assume guilt. All that the investigations and DA have right now is probable cause. Maybe you need an update on the law still laughing in Florida.

that took long enough to notice....kinda a play on words or letters.....i am not a police officer.....however i am a police officer's son who happens to have a daughter that is in school and training to become a police officer......a decision that i support because i love my daughter and have told her her whole life to be what SHE wants to be ....she chose this profession because of the life we have as a family of law enforcement......and believe me i have seen and dealt with an unusual amount of ego in young law enforcement officers........i wish she would change her mind (she knows how i feel )but as i said as a caring father i want her in a glass case on the mantlepiece.....so i can protect her ....never going to get that....so i warn her about the control cops because more than likely that will be her pick......a police officer.....so that's why i read this site.......have a nice day sir and thank you for serving our country and protecting it's citizens
