Maybe if they hired people who could speak English and actually pass the academy without tutors they wouldn't have this problem.

CRASHING
I realize that the NYPD has a-lot and I mean a-lot of vehicles but in paying out that much money in claims (22-32 million!) every year it tells 1 of 3 things: (1) They have a-lot of under trained employees (officers?) that are driving in way grossly manners justifying hugh settlements to victims or (2) the city has ambulance chasers running all over looking for that city vehicle to crash into and (3) or the city is not defending themselves in a manner as it relates properly investigating how much liabilty the city should have and defend themselves to how much they pay out.

In response to Larry, the City does not defend itself in most of it's cases. It is easier and cheaper to settle, which is BS. I don't know about the issues that Former NYPD mentioned, but I knwo we didn't have that issue when I was a P.O.O., but I'm not surprised.
