Baltimore's Top Cop Apologizes to Officers

Commissioner Anthony Batts said he didn't give officers enough training to handle the riots.

The Baltimore Police Commissioner apologized to police officers Wednesday night who he described as being a bit "confused" following riots in the city and the incitement of six officers in the death of Freddie Gray.

Officials are faced with a spike in violence, a drop in arrests and a perceived sense of apathy in the ranks of the police department, according to WBAL-TV.

Anthony Batts admits his officers are feeling uneasy and gave some insight during a press conference into how the rank-in-file are feeling and their "confusion" he says they have about making arrests.

"They've said to me 'If I get out of my car and I make a stop for a reasonable suspicion, but I make a mistake on it, will I be arrested for it?' "

Batts said that he apologized to the police union Wednesday night during a face-to-face meeting for not giving officers enough training in mobile field force that could have helped during the riots.

On Friday, officers will receive a legal refresher from the Justice Department.

Meanwhile, in circuit court paperwork the attorneys for the six officers charged in Freddie Gray's death say the resulting unrest from the man's death has made it impossible for the court to find a jury in the city and requested a change of venue for the trial.
