Aug. 28--WEST HAVEN -- A security worker was charged with impersonating a police officer for the second time in three days, police said.

Tuy Chhinnarith, 22, of Valley Brook Road in West Haven returned to the Campbell Avenue business where he tried to handcuff a woman Saturday and was arrested again Monday, police said.

Chhinnarith told people he was a police officer and that his earlier arrest was part of an undercover investigation, they said.

Officers found Chhinnarith at his home and charged him with impersonation of a police officer and breach of peace, police said. He was in custody this morning, they said.

He was arrested on the same charges Saturday when he approached two women and removed a pair of handcuffs from a backpack. He talked into his cell phone, asking for "black and whites to respond to his location," police stated in a press release, and he was wearing a T-shirt that read "Police Narcotics."

He works for a Hamden security company, they said.
