Port of Houston Authority

Chief of Police/Chief Administrator

General Summary

Plans, directs, coordinates and evaluates the administrative and operational efforts of the Police department to insure adequate protection of life and property within the jurisdiction of the Port of Houston Authority.  Acts as the liaison with Local, State, and Federal law enforcement agencies on all matters pertaining to Homeland Security.

Principal Duties and Responsibilities (*Essential Functions)

  1. *Supervise and coordinate Police activities to maintain continuity of operations.
  2. *Formulate and recommend department policies and procedures for approval.
  3. *Responsible for insuring that the facilities are operating in accordance with the Marine Transportation Security Act Plans and is in continuous compliance with relevant US regulations (Coast Guard 33 CFR pt. 105).
  4. Inspect Port facilities, equipment and personnel, including contract security guard force on an unscheduled basis.
  5. *Counsel Port Police personnel regarding discipline and conduct issues.
  6. *Prepare annual review, budget/revenue forecast for Port Police.
  7. *Review and coordinate with other department managers to insure the adequacy of the various Port of Houston Authority incident response plans.
  8. *Develop, implement and enforce controls to contain operational costs without sacrificing operational efficiency.
  9. Prepare investigation reports, special studies and complete other projects as may be assigned by higher authority.
  10. Continuously maintain a trained cadre of personnel to operate and transport the Mobile Command Center.
  11. Perform other duties and functions as appropriate.

Job Specifications

  1. Must have a Bachelor's degree, to include formal courses in administrative, criminal justice, police science and security management.
  2. Must have a minimum of ten (10) years experience in law enforcement and security operations, as well as administrative and management of personnel.
  3. Must have a general knowledge on a range of issues such as: security administration, relevant international laws, domestic regulations, current security threat and patterns, risk assessment, methodology inspections, control procedures and conduction of audits.
  4. Must have excellent written and verbal communications skills as well as presentation skills.
  5. Must have a valid Texas Driver's License.
  6. Must be able to demonstrate the ability to conduct criminal and administrative investigations.
  7. Must be able to obtain a Transportation Worker Identification Credential (TWIC) card within three (3) months of employment.
  8. TCLEOSE certified with preference given to a Master Peace Officer's License preferred.

Working Conditions

Constantly works under stress with constant interruptions. Emergency conditions may require work hours outside of the normal scheduled hours.
