Thomson Reuters CLEAR has collaborated with Vigilant Solutions™ to integrate license plate (LPR) data into the CLEAR Investigative platform. This will provide customers with the combination of industry-leading public records and license plate data – all in one platform.

The LPR solution was designed and built by people formerly in law enforcement, so we have the foundational background to understand many of your daily challenges. We are pleased to provide a tool that we know will help you develop leads and solve crimes faster.

With LPR, a user will be able to search by license plate number with the ability to include date and/or time restrictors as well as visual insight from a geographic location perspective by tying a vehicle to a specific city, area, or address.
To understand the power of LPR in action let’s define how it works:
  • Data capture – Fixed and mobile license plate recognition (LPR) cameras take photos of license plates capturing date, time and GPS coordinates of where the photo was taken
  • LPR Data Storage – Each plate image captured, along with the data for that image (date, time, location), is stored in the database as an LPR record that be searched only by authorized personnel
  • Data Ownership – Your agency owns the LPR data and you can decide whether you want to share that data with other agencies.
  • Commercial Data – Even without LPR cameras, you can benefit by using our commercial data. It’s gathered nationwide in commercial applications such as access control, tolling, asset recovery and more

Today, Vigilant analytics delivers more than 6 billion license plate hits, covering nearly 80% of all license plates. Vigilant commercial data captures more than 150 million plates per month to deliver industry leading vehicle sighting analytics. Vigilant Solutions Vice President Neil Schlisserman knows the power of what these tools can do together. “Our integration with CLEAR provides law enforcement with even more crime fighting power to protect communities, solve crimes and save lives,” he said.

LPR hones in on what car, where it was seen, and when that car was last detected. The value that the CLEAR integration plays is around answering the question of who is the driver? By leveraging LPR and CLEAR together, users will expedite their search process to complete faster investigations, uncover trends based on plate locations, and use known license plates in CLEAR reports to link report LPR search and history.

For those of you not familiar with CLEAR, it is the next-generation online investigative platform designed specifically to meet the unique needs of investigators. With the addition of license plate recognition data to the CLEAR interface, you can streamline your research by bringing investigative content into a single-working environment. The customizable dashboard and intuitive, easy-to-navigate interface helps you save time by allowing you to search data and view results in a layout that matches your workflow.

CLEAR makes it easier to locate people, assets, businesses, affiliations, and other critical facts to make additional connections. With its vast collection of public and proprietary records, law enforcement professionals are able to dive deep into their research and uncover hard to find data. CLEAR is the only integrated public records offering that offers fixed rate pricing. “CLEAR was the ONLY database that had an address different from all my other research sources, which led to the current address of the primary target.”

Daani-Ruth Svonkin, formerly with the San Bernardino Police Department.

Law Enforcement customers have trusted CLEAR to improve their communities and identify threats faster to increase both the safety of their officers and to the people they serve within their respective communities.
